Canada's immigration gates are gradually closing. It is obvious that the number of Chinese immigrants to Canada is also decreasing.

According to the latest data from the Canadian government, compared with the first quarter of 2024 and the first quarter of 2025, the number of newly added permanent residents across the country has decreased.

However, the impact varies greatly among provinces: the number of permanent residents in Manitoba has decreased by 5%, while Prince Edward Island has dropped by 39%. Both Nova Scotia and Quebec have declined by 29%, New Brunswick by 19%, Ontario by 11%, Saskatchewan by 18%, Alberta by 12%, British Columbia by 16%, while Newfoundland and Labrador actually increased by 12%.
Looking at the sources of newly added permanent residents, the countries with the largest declines are Afghanistan (-65.4%), Syria (-53.0%), and Iran (-48.5%).
The number of newly added permanent residents from China has dropped from 8,145 people in the first quarter of 2024 to 6,270 people in the first quarter of 2025, a decrease of 23.0%.

It is worth noting that the number of study permits from China has also dropped from 12,200 people in the first quarter of 2024 to 9,465 people in the first quarter of 2025, a decline of 22.4%.

In terms of the types of newly added permanent residents, the number of refugees has decreased the most.
In the first quarter of 2024, about 15% of new permanent residents in Canada were refugees; whereas in the first quarter of 2025, this proportion was only 11%.
The proportions of other categories of new immigrants remained relatively stable: nearly 63% of new permanent residents in the first quarter of 2024 were economic immigrants, rising to 65% in 2025. In 2024, 20% of all new permanent residents entered Canada through the Family Sponsorship Program, while this percentage rose to 21% in 2025.

Ontario is an exception when it comes to economic immigrants. From the first quarter of 2024 to the first quarter of 2025, the number of economic immigrants in Ontario only fell by 1.5%. Quebec dropped by nearly 28%, and the prairie provinces by nearly 23%.
However, the number of refugees granted permanent residency in Ontario has dropped significantly (down 40%). In Quebec, it fell by nearly 58%. The sharpest drop occurred in Newfoundland and Labrador (72%), followed by Manitoba (27%), British Columbia (37%), and Alberta (7.5%).

Newfoundland and Labrador is another exception: although the number of economic immigrants placed nationwide has fallen by 13%, the actual number of economic immigrants in this easternmost province increased by 36% in the first quarter of 2025 compared to the first quarter of 2024.

The number of asylum applications at the Canadian border has also dropped significantly.
During the period from the first quarter of 2024 to the first quarter of 2025, the number of asylum applications at Canadian airports fell by 75%, dropping from 13,400 to 3,340. Asylum applications at other borders fell by 10%, from 4,575 to 4,125; inland border asylum applications fell by 24%, from 28,135 to 21,415.
The largest decreases in application numbers came from Mexico (-72%) and Bangladesh (-82%). The number of applications from India also dropped significantly (-22%), from 6,760 to 5,260.
