President Vladimir Putin of Russia signed a law stipulating that national medical personnel must sign a定向 training agreement before passing the final certification. This law aims to address the shortage of personnel in the Russian healthcare system.
Citizens who receive residency specialty training funded by the state or within the定向 training quota must sign this agreement before passing the final certification if the target training client refuses to reach a targeted training agreement.
This law also affects the powers of the state authorities of the constituent entities of the Russian Federation in the field of healthcare. Now, they must create employment and guidance conditions and provide additional social support measures.
The list of organizations that can become targeted training clients is also expanding. According to the law, medical organizations participating in implementing the state guarantee of free medical services in the field of training and professional areas are also included in this list.
The Ministry of Health will approve the qualification requirements for medical personnel. In addition, those receiving guidance in the medical field must obtain expert certification regularly at the end of the guidance period.
The mentorship period shall not exceed three years in total. Different terms have been established by the Russian Federation Ministry of Health based on the profession and work location of the future guided young experts.
University graduates who do not receive guidance at the end of their initial expert certification must re-obtain the initial expert certification; if no guidance is provided, they will undergo regular expert certification.
