Japanese Media: Kyoto University Graduate Student Sentenced for TOEIC Exam Cheating

According to Kyodo News on June 5, the Tokyo District Court handed down a verdict today in last year's shocking exam cheating scandal that rocked Japanese society. The court sentenced Wang Likun (28), a Chinese national and graduate student at Kyoto University, to three years in prison with a five-year suspended sentence (the prosecution had requested four and a half years) for forging and using private documents bearing seals, cheating by taking the English TOEIC proficiency test on behalf of others.

Judge Naoyuki Fukushima criticized the cheating as demonstrating intentional malice, severely undermining the fairness and credibility of the examination system.

On the other hand, the defendant was granted a suspended sentence due to the possibility that he may have been acting under the control of a criminal organization.

The ruling stated that Wang Likun conspired with others to take exams on their behalf seven times between August 2024 and April 2025 at locations including Shinjuku in Tokyo. Each time, different signatures were used on the answer sheets, carried out through fraudulent means.
