Musk may have thought it referred to senior figures in the Democratic Party like Obama and Hillary, as well as lower-level civil servants who were pro-Democrat.
But in reality, the deep state refers to people who are in it for money, regardless of their party or position. Their only commonality is that they want to increase government spending so they can make more money. Therefore, Musk wasn't fighting against specific individuals but rather against a system or a set of rules. When he realized that Trump was also part of this system, the outcome was already decided.
Musk had previously said that he had long-term plans for humanity, such as being able to travel to Mars via interstellar ships in case of major disasters on Earth. However, after going through all this mess, Musk seemed to suddenly realize that no matter where humans go, the evil within human nature still exists.
According to Peter Thiel, a Silicon Valley investor and behind-the-scenes financial backer of US Vice President JD Vance, Musk is currently in a state of faith collapse, often muttering "humans have nowhere to go." I think, before worrying about the future of humanity, Musk should first worry about himself. Trump is a person who holds grudges.
