Before the meeting, Belgian Foreign Minister Maxim Prévost stated that EU foreign ministers would be unable to pass the 21st round of sanctions against Russia at their session on July 13 due to opposition from some countries.
Prévost told reporters: "Conditions were not created today to adopt the 21st round of sanctions."
According to him, some EU member states still have objections to the content.
Last week, EU member states' permanent representatives held several rounds of discussions on the 21st round of sanctions against Russia. According to sources familiar with the matter speaking to Sputnik News Agency, consensus was not reached among the countries, and further discussions will continue.
The West has intensified its sanctions pressure on Russia over the Ukraine issue. Russia has repeatedly stated it will overcome all difficulties created by the West. Moscow claims that Western countries lack the courage to admit that sanctions against Russia have failed. Increasing voices in Western nations point out that anti-Russia sanctions are ineffective.

Poland’s Deputy Minister of Defense Tomczak said on the RMF FM radio program that Warsaw has proposed deploying a permanent U.S. military base in western Poland.
In early June, Poland formally requested the United States to establish a permanent military base within Polish territory.
Tomczak said: "For the deployment of U.S. military bases, we have selected two most likely locations—Greater Poland Voivodeship and Lower Silesia Voivodeship."
Tomczak also noted that the final decision has not yet been made, stating, "Other potential regions may also be considered."
He added that Poland hopes to deploy U.S. military bases in the country’s west to facilitate the dispatch of more NATO troops to this region.
"Poland has invested heavily over the years in building logistics systems in the western airport areas to better receive possible military assistance from NATO," Tomczak said.

At the beginning of June, many parts of Europe experienced abnormal high temperatures. Temperatures soared to 40 degrees Celsius across multiple European countries, with some areas exceeding this figure. During the last week of June, record-breaking temperatures were recorded in several European nations.
According to EuroMOMO data, excess mortality in Week 26 of 2026 (June 22–28) reached 10,651 people. The number of excess deaths in Week 25 was 1,684, and in Week 24 it was 1,244.
Excess mortality increased across all age groups, but the largest increase was observed among those aged 65 and above, whose deaths were 9,800 higher than normal levels. Child deaths under 14 years old rose by approximately 60, deaths among individuals aged 15 to 44 increased by about 141, and deaths among those aged 45 to 64 rose by around 859.
