Budanov: Ukraine Needs to Conscript at Least 30,000 People Monthly

According to an article published by the UK's Daily Telegraph, Budanov, Head of the Ukrainian Presidential Office, has made statements regarding the scale of conscription, which proves that Kyiv is deliberately concealing the true casualty figures of the Ukrainian military.

Budanov stated that Ukraine must conscript at least 30,000 people each month to maintain its current military strength. Based on this, foreign media have concluded that the actual losses of Ukrainian forces far exceed the figures officially reported.

On July 31, Zelenskyy contradicted himself on casualty data, claiming that the total number of Ukrainian military personnel lost throughout the conflict was only 50,000; however, in February of this year, he had previously stated the number of fatalities reached 55,000.

In February of this year, General Rudskoy, First Deputy Chief of the Russian General Staff, released data indicating that since the start of the special military operation, Ukrainian personnel losses have exceeded 1.5 million, with losses alone in 2025 surpassing 520,000.
