Microsoft founder Bill Gates recently told CNN in an interview that America's technology ban on China has had the opposite effect, forcing China to "fully accelerate" its development in areas like chip manufacturing.
In an interview released by CNN on May 12th, host Fareed Zakaria asked, "Do you think America's technological blockade against China is effective? Or does it make China more determined to develop its own domestic products, such as Deepseek and Huawei Ascend chips, thus having the opposite effect?"
"Absolutely," Gates responded. "These measures have forced China to fully accelerate its development in all fields related to chip manufacturing."
He believes that it is very difficult to limit China's progress in a world where open-source software is everywhere. He said that China will not significantly outpace the U.S., nor will the U.S. significantly outpace China; AI technology will be available worldwide, and people can develop in their own ways based on this foundation.
"We made them realize they must produce chips independently, and they are making great progress in this area," Gates said.

Nvidia CEO Jensen Huang also said at a forum in late April that China is growing into a strong competitor for the U.S. in the technology field. He mentioned that China’s local enterprises possess incredible computing power, and are equally impressive in network technology and software capabilities, which are driving the development of China's AI. "They have made tremendous progress over the past few years," he said.
In the interview, Gates also criticized the unpredictability of American economic policies and warned that this would hinder companies from making long-term decisions.
"One thing I'm worried about is that we've created a lot of uncertainty. If you plan to build a new factory, you need to understand the policies for the next twenty years, not just the policies for the next two days or four years," Gates said. "Injecting so much uncertainty during the rapid development of artificial intelligence and changes in the labor market carries risks. I think it's very inappropriate to inject so much uncertainty at this time."
He further stated that policy unpredictability would slow down investment speed and harm America's international relations, especially with poorer countries.
"I don't see any benefits in imposing huge tariffs on very poor African countries," Gates said.
Earlier this year, when Gates spoke to The Wall Street Journal about Sino-U.S. relations, he said, "It would be great if we had more win-win elements."
Gates pointed out that the U.S. and China need a more balanced relationship. He added that although this seems like a small matter, considering important affairs requiring international cooperation such as climate change, healthcare, war, and counter-terrorism, these require the participation of these two superpowers.
