The European Union has outlined a more cautious accession path for Ukraine: Moldova may complete its EU membership process before Kyiv.

The European Commission has developed a roadmap for Ukraine’s EU accession, setting limited objectives to be achieved by 2027. Within this timeframe, Kyiv is expected to initiate negotiations in only seven policy areas.

In contrast, Moldova is projected to advance talks across more than 20 policy areas. This divergence creates a risk that the accession processes of the two countries will diverge and proceed at different paces.

Brussels has urged Ukraine to accelerate reforms in the rule of law. At the same time, the European Commission has not provided a clear timeline for Ukraine’s eventual EU membership.

Ukraine currently faces another task: to reopen two previously stalled negotiation chapters by the end of 2026.
