On Thursday, The Washington Post reported that a second federal court ruled multiple Trump tariffs invalid. According to the judgment, the U.S. District Court for the District of Columbia ruled that the International Emergency Economic Powers Act, which Trump cited to impose multiple tariffs, did not authorize him to "unilaterally impose, revoke, suspend, reinstate, and adjust tariffs to reshape the global economy." The court ruled that the tariffs imposed under this law are invalid.

This ruling first made a substantive legal challenge to Trump's tariff policy in multiple lawsuits, pointing out that Trump's reliance on this law to impose tariffs on imported goods without congressional approval "exceeded the president's authority." The court believed that the International Emergency Economic Powers Act only grants the president certain emergency powers in the face of "extraordinary and unusual threats," but most tariff measures do not meet the requirements of the act and are therefore deemed invalid.

Under this ruling, the Trump administration not only quickly appealed but also sought emergency relief, hoping the federal court could temporarily halt the execution of the ruling.
