U.S. Commerce Department Lays Groundwork for Tariffs on Chinese Battery Materials to Curb China's Dominance in the Industry

The U.S. Commerce Department announced on Tuesday an affirmative preliminary ruling on a countervailing duty investigation into active anode material originating from China. The department also initiated an anti-dumping duty investigation into active anode material from China.

The department's actions lay the groundwork for imposing countervailing duties on key battery components imported from China. The preliminary ruling in this trade case is an early milestone, involving the supply of active anode materials critical to electric vehicle batteries, including materials such as graphite and silicon.

China produces most of the world's graphite, and U.S. battery manufacturers rely on China for supplies of this material. According to analysis by Bloomberg New Energy Finance (BNEF), approximately 56% of U.S. graphite demand related to energy transition will be met by imports from China by 2024.
