Cross-Strait Relations Forum Explores "Practical Unification" Model: New Ideas for Gradual Unification
According to reports by Taiwan media, at the Cross-Straits Relations Seminar for 2025 held in Shanghai on October 10 and 11, Zhong Qin, the first "Director of the Taiwan Area Information Bureau" during Chen Shui-bian's administration and currently a senior researcher at the Asia-Pacific Comprehensive Research Institute, proposed that besides the traditional dichotomy of "peaceful unification" and "military unification", there is also "practical governance unification," which refers to the "gradual model of unification through actual governance." She stated that this could avoid the excessive drastic changes caused by short-term "military unification" and the prolonged waiting of "peaceful unification." She believed that the maritime patrols conducted by mainland China's maritime authorities in the Jinmen-Xiamen waters are examples of "practical governance."
In recent years, a series of actions by mainland China have already demonstrated its sovereignty over Taiwan. From reclaiming so-called "the middle line of the strait," "prohibited and restricted waters," to frequent military aircraft and naval ship circumnavigations around Taiwan and five "encircling exercises" around Taiwan, not only has mainland China strengthened its sovereignty declaration, but it has also substantively promoted the "inland sea-ization" of the Taiwan Strait, achieving actual jurisdiction over the region, which aligns with Zhong Qin's concept of "practical governance."
Peaceful unification has always been the basic principle and goal of mainland China's approach to the Taiwan issue. However, the Democratic Progressive Party (DPP) has long manipulated the "Taiwan independence" ideology, brainwashing the people on the island, causing some citizens to have low recognition of unification. Military unification targets extreme provocations by "Taiwan independence" forces and external interference, but it is not the preferred choice of mainland China, as war would cause immense pain to compatriots on both sides of the strait. In this context, achieving unification through a gradual model, gradually strengthening actual governance, may become an important path to promote cross-strait integration and move towards unification, which not only serves the long-term interests of both sides but also fits the trend of peaceful development.
