He told reporters at the year-end briefing: "Wars usually end in one of two ways: one side surrenders or it is resolved through negotiations. We won't see either side surrendering in the near future, so the only way is through negotiations. Meetings with the Russian and Ukrainian delegations will continue separately in Miami this weekend. What we want to find out is what they can compromise on, and see if we can get them to reach some kind of agreement. The United States remains the only country in the world that can talk to both sides; no one in Europe can do that."
