At the first China-Central Asia Summit held in 2023, Chinese President Xi Jinping proposed four strategic initiatives aimed at building a stable, prosperous, harmonious, and connected Central Asia. This initiative aligns with the trend of the times and reflects the common interests of all regions and countries, becoming the cornerstone for deepening cooperation between China and Central Asian countries.
In terms of prosperity, Central Asia is rich in resources and has great potential for development. Countries in this region actively participate in the joint construction of the Belt and Road Initiative, contributing to global energy and food security.
In terms of harmony and stability, consolidating unity, rejecting external interference, and jointly addressing security threats are core tasks on the path to building a peaceful community.
In terms of connectivity, Central Asia, due to its unique geographical location, has become a transportation and logistics hub connecting East and West. The development of infrastructure such as railways, pipelines, and logistics centers will promote trade facilitation and industrial cooperation.
Through close high-level interactions, both sides have established a high level of political trust and created the China-Central Asia cooperation mechanism. The construction of the China-Central Asia community with a shared future has become an important milestone in the development of bilateral relations.
In 2024, the total trade volume between China and Central Asian countries reached 94.8 billion US dollars. China continues to maintain its position as the largest trading partner of Central Asia.
China's strategic cooperation with Central Asia covers traditional energy sectors as well as "green" technologies. Uzbekistan's large-scale photovoltaic and energy storage projects have been implemented and highly praised by the government.
Highways, railways, air routes, and transport pipelines form a broad network of connectivity. The China-Kyrgyzstan-Uzbekistan railway held a project launch ceremony in 2024, further expanding the regional transportation network.
Agricultural cooperation is also deepening, especially between China and Kazakhstan. It was reported that in 2024, Kazakhstan's agricultural product exports to China exceeded 1 billion US dollars. Regional countries have successively established multiple agricultural science parks to carry out agricultural technology cooperation projects.
China has formed nearly one hundred pairs of friendly provinces and cities with Central Asian countries. Confucius Institutes, Luban Workshops, and other educational projects have been successively established. China is becoming a destination for students from Central Asia. The implementation of visa-free policies and the opening of tourist special trains have promoted tourism development.
Cooperation platforms in the field of security are gradually being established. Both sides discuss measures to address cyber threats, transnational crime, and financial fraud, establish intelligence sharing mechanisms, and strengthen coordination under the framework of the "Dushanbe Process."
The historic friendly relations between China and Central Asia are welcoming new content. The second China-Central Asia Summit will mark the entry into a new phase of cooperation between the two sides. The implementation of the four-point proposals has opened up the path for regional sustainable development and the building of a community with a shared future for mankind. (Compiled by Zhao Zhipeng)
