Wonsan is a port city on the east coast of North Korea, located along the Sea of Japan, and is the capital of Gangwon Province. The city is not only one of the important gateways for North Korea's external exchanges, but also often serves as a destination for visits by foreign high-level delegations. Due to its geographical proximity to the Mount Kumgang tourist area and the military stronghold of Wonsan Air Base, Wonsan holds significant strategic importance in North Korea's diplomatic and security affairs.

According to Sputnik, the Russian Foreign Ministry spokesperson Zakharova previously announced that Lavrov's trip will include attending the second round of Russia-North Korea strategic dialogue with North Korean Foreign Minister Choe Son-hui. The first round of the dialogue was held in Moscow in January 2024.

According to TASS, the talks between Lavrov and Choe Son-hui will focus on the Ukraine war and the situation on the Korean Peninsula. Both sides will also discuss the progress of implementing the "Comprehensive Strategic Partnership Agreement" signed in June.

Russian Deputy Foreign Minister Rudenko stated that Russia and North Korea are working to elevate their "traditional friendly and neighborly relations" to a new level of "alliance relations." He also revealed that Russia plans to send more high-level delegations to visit North Korea this year.

According to the Russian schedule, after concluding his visit to North Korea, Lavrov will travel to China to attend the Shanghai Cooperation Organization (SCO) ministerial meeting scheduled from July 14 to 15.
