In this 1,052-word declaration, suspect Allen—signing himself “coldForce” and “Friendly Federal Assassin”—described himself as a “half-black, half-white” American citizen and stated his actions were driven by personal responsibility aimed at holding the government accountable.
"I am no longer willing to let a pedophile, rapist, and traitor defile my hands with his crimes," he wrote, specifying that Trump administration officials—explicitly excluding FBI Director Kash Patel—were targets across the entire spectrum from highest to lowest priority.
Although Allen claimed he intended to minimize casualties among security personnel, hotel staff, and guests by "using large lead bullets," he admitted that "if absolutely necessary, he would still push through most of the people here to reach his target," arguing that attendees had chosen to participate out of "complicity."
The gunman repeatedly referenced his purported Christian faith, followed by a series of rebuttals addressing anticipated public criticism of his actions.
"Only when you yourself are oppressed do you need to 'turn the other cheek' (i.e., respond with kindness to evil). I am not someone raped in a detention camp. I am not a fisherman executed without trial. I am not a student blown up, a starving child, or a young girl abused by many criminals within this government," Allen wrote, clearly alluding to grievances including attacks on vessels linked to Venezuela, U.S. strikes on Iranian girls’ schools, immigration enforcement, and the Jeffrey Epstein case.
According to investigators, Allen is a private tutor from Torrance, a mechanical engineering graduate who previously worked in game development, with no prior criminal record. Authorities believe he acted alone. Officials confirmed he legally purchased firearms, regularly trained at shooting ranges, and traveled from Los Angeles to Washington via train before checking into the Hilton Hotel. It was reported that his sister told investigators he once said he wanted to "do something" to change the world.
