[Memorandum of Understanding between Ukraine and the United States]
Intentional Memorandum of Understanding Between the Government of the United States of America and the Government of Ukraine Regarding the Conclusion of a Formal Economic Partnership Agreement and the Establishment of a Reconstruction Investment Fund
Whereas, since the full-scale invasion of Ukraine by Russia on February 24, 2022, the United States of America has provided significant financial and material support to Ukraine;
Whereas, the American people wish to invest in a free, sovereign, and secure Ukraine alongside the Ukrainian people;
Whereas, both the United States of America and Ukraine are committed to achieving lasting peace in Ukraine, as well as establishing a strong partnership between the peoples and governments of the two countries;
Whereas, both the United States of America and Ukraine recognize Ukraine's contribution to strengthening international peace and security through its voluntary abandonment of the world's third-largest nuclear arsenal;
Whereas, the United States of America and Ukraine plan to establish a Reconstruction Investment Fund as part of their economic partnership between the peoples and governments of the two countries;
Whereas, the United States of America and Ukraine held productive technical discussions in Washington, District of Columbia, on April 11 and 12, 2025, to complete negotiations for the agreement to establish the Recovery Investment Fund;
Whereas, the United States of America respects Ukraine's intention to avoid conflicts when drafting agreements within the framework of obligations related to joining the European Union or agreements with international financial institutions and other official creditors;
Whereas, without prejudice to any remaining political or legal procedures required to conclude the agreement, Prime Minister of Ukraine Denys Shmyhal will visit Washington, D.C., during the week of April 21, 2025, to meet with U.S. Treasury Secretary Bechtel and provide support at the highest level for completing the technical discussions on the terms of the agreement to establish the Recovery Investment Fund. The negotiation team is expected to submit a progress report by April 26, 2025, with the aim of completing the discussions by that date and signing the agreement as soon as possible;
Therefore, confirmed by the undersigned, the Governments of the United States of America and Ukraine have signed this Intentional Memorandum of Understanding to expedite the preparation of necessary documents to formally conclude an economic partnership agreement between the peoples of the United States and Ukraine and to establish the Recovery Investment Fund.
