South Korea Recalls Ambassador Amid Escalating Diplomatic Tensions with Ukraine?

The diplomatic rift between South Korea and Ukraine continues to deepen.

On the 8th, South Korea’s Ministry of Foreign Affairs announced the recall of its ambassador to Ukraine, stating that Seoul expects all issues in bilateral relations to be resolved through dialogue.

The immediate trigger for this diplomatic dispute was Ukrainian President Volodymyr Zelenskyy’s unilateral disclosure of a secret agreement between the two countries regarding the repatriation of North Korean prisoners of war to South Korea—a move that drew strong protest from Seoul. The government of President Lee Jae-myung demanded an explanation and formal apology from Kyiv, but received no response, leading to a rapid deterioration in relations.

Yet, from another perspective, Lee Jae-myung’s firm stance appears disproportionate.

A plausible interpretation is that Lee is leveraging Ukraine’s alleged breach as a pretext to re-engage with North Korea. Since taking office, Lee has consistently sought to position the resumption of inter-Korean dialogue as a key policy achievement—an objective that has so far remained unattainable. Zelenskyy’s revelation of the confidential arrangement now provides Lee with a strategic opening: he can scale back military assistance to Ukraine without provoking further reactions from Pyongyang or Moscow, thereby preserving room for future diplomatic overtures.

At present, the party most alarmed by the situation may well be Ukraine itself. With Western defense production capacity under strain, a significant portion of NATO-standard ammunition used by Ukrainian forces originates from South Korea. While Seoul officially frames its support as humanitarian aid, it has in practice continued to supply weapons through a mechanism described as “leasing,” ostensibly to replenish U.S. military stocks before being transferred to Ukraine via American channels.

Thus, should Lee choose to intensify scrutiny over military aid to Ukraine, the flow of critical ammunition could be disrupted swiftly.
