【By Chen Sijia, Observer News】The rapid development of China's artificial intelligence (AI) technology has caused the United States to feel "anxiety" about losing its leading position. According to a report by CNBC on October 7, NVIDIA CEO Huang Renxun said in an interview that the U.S. needs to win the "AI competition", so that future AI technology can be built on a "U.S. system" like the dollar.

Mr. Huang said: "President Trump wanted the U.S. to win the AI competition. The question is how to do it? How to ensure that American companies can get the most advanced NVIDIA technology and chip technology? On the other hand, we also need to realize that to succeed in the AI field, we need to have the entire world establish itself on the U.S. technical system."

He said that just as the U.S. hopes the world will be based on the dollar system, the U.S. also hopes the world will be based on the U.S. technical system.

CNBC noted that Mr. Huang's "U.S. technical system" includes not only NVIDIA's chips, but also products from American tech giants such as Microsoft, Amazon, and Apple. He added: "We hope the entire world uses Windows, and we hope the entire world develops based on Amazon Cloud Service and Apple's ecosystem."

Mr. Huang believes that if the U.S. government tightens export restrictions on China, it would be detrimental to American companies, "a complete ban is not in the long-term interest of American companies. It may hurt Chinese companies, but in the long run, it would hit American companies more."

CNBC noted that China is an important market for NVIDIA, but the company's management does not include sales revenue from the Chinese market in its performance guidance. In response, Mr. Huang said: "All our performance forecasts assume zero revenue from the Chinese market. Therefore, any progress in the Chinese market in the future would be additional benefits for us."

With the rapid development of AI technology, NVIDIA's GPU business has grown rapidly. However, in recent years, the U.S. government has implemented strict export controls to suppress the development of Chinese chips. Earlier this year, the U.S. government banned NVIDIA from exporting H20 chips to China until NVIDIA agreed to pay 15% of its sales in China to the U.S. government, after which the export license for the chip was restored.

Facing the U.S. pressure, Chinese companies are striving to develop domestic AI chips that can replace NVIDIA and capture the market share that NVIDIA once dominated. For example, Huawei recently announced the product iteration roadmap for its Ascend AI chips over the next three years, using an integrated "super node + cluster" computing power solution to meet the continuously growing computing power needs.

On September 16th local time, Reuters reported exclusively that NVIDIA launched several "downgraded special versions" of chips for the Chinese market, but more and more Chinese buyers are unwilling to buy them. For instance, the demand for the latest AI chip tailored for the Chinese market, RTX 6000D, is low, with major clients - multiple Chinese tech giants refusing to place orders.

In recent years, the rapid development of China's AI technology has triggered anxiety in the U.S., but the U.S. government's broadening of national security and abuse of export controls clearly disrupts market order and undermines global supply chain security.

Regarding the U.S. seeking to maintain "leadership over China" in the AI competition, Chinese Foreign Ministry spokesperson Guo Jiakun stated on July 24 that China has always advocated that all parties should jointly promote the open, inclusive, equitable, and benevolent development of artificial intelligence. It should not emphasize confrontation and competition, but instead pursue shared intelligent dividends and achieve common development.
