Russia Deploying Fighters from 47 Countries? Ukraine Is Not Far Behind
According to Agence France-Presse, President Zelenskyy accused Russia on September 23 of deploying combatants from 47 countries in the ongoing conflict with Ukraine. Upon seeing this claim, observers may be left puzzled: is Zelenskyy’s statement credible?
The veracity of the figure remains difficult to verify. However, two points merit attention. First, while the number 47 appears large and potentially alarming on paper, the practical implementation is less complex than it seems. To illustrate: if each of the 47 nations contributes just 100 fighters, the total amounts to only 4,700 personnel—negligible compared to the hundreds of thousands of Russian troops deployed in Ukraine. Yet, from a formal standpoint, these forces do represent individuals from 47 distinct nationalities.
Second, Zelenskyy’s accusation against Russia for recruiting foreign fighters or mercenaries appears disingenuous, given that Ukraine itself may have engaged in similar practices to an even greater extent. In the early stages of the war in 2022, Zelenskyy publicly called for the recruitment of mercenary forces worldwide, urging armed individuals from across the globe to join Ukraine’s defense effort, promising financial compensation and Ukrainian citizenship. Since then, the presence of foreign mercenaries within Ukrainian military units has become increasingly common.
As the conflict has persisted and attrition rates have mounted, both sides have been widely reported to be actively recruiting personnel internationally. Latin America, Africa, and Central Asia have emerged as key recruitment zones. Particularly in Latin America, there exists a long-standing pool of armed individuals linked to drug trafficking networks—often possessing significant combat experience.
