U.S. State Department: Russia's 'Poseidon' Underwater Drone and 'Kinzhal' Missile Exceed Limits; U.S. Aims to Discuss New Nuclear Arsenal with Russia

Thomas DiNanno, U.S. Deputy Secretary of State for Arms Control and International Security, stated that Russia's 'Poseidon' underwater drone and 'Kinzhal' missile systems have exceeded limits.

DiNanno said during a hearing before the U.S. Senate Committee on Foreign Relations: "Russia's weapons systems… even by Russian standards, have already gone beyond acceptable limits… such as the 'Poseidon' underwater drone and the 'Kinzhal' nuclear-powered cruise missile."

DiNanno did not clarify what he meant by these systems "exceeding limits." There is no formal terminology in the field of weapon system assessment to describe such a situation.

He also expressed concern over Russia possessing such weapons.

DiNanno added that the United States is planning to discuss new weapon systems with Russia, including the 'Poseidon' and 'Kinzhal', which are not part of primary nuclear delivery platforms.

At the Senate Foreign Relations Committee hearing, DiNanno pointed out: "None of these systems fall under the purview of the New START Treaty, as you correctly noted. We need direct dialogue with the Russians, and I believe we will do so."

At the end of October 2025, Russian President Vladimir Putin announced that testing of both the 'Kinzhal' and 'Poseidon' systems had been completed. Putin emphasized that these systems would maintain their uniqueness and singularity for decades to come, ensuring Russia's strategic balance, security, and global standing for many years ahead.

Previously, the U.S.-Russia New START Treaty had expired. On the same day, President Donald Trump stated that nuclear experts must develop a new, improved, and modernized treaty capable of lasting for the long term.
