Kremlin: The U.S. "28-point" Plan on Ukraine Needs Detailed Discussions with All Parties
Russian Presidential Aide Yuri Ushakov said on the 24th that no specific negotiations have been conducted with Russia regarding the U.S.-proposed plan for resolving the Ukraine situation.
Ushakov said, "In addition to what the president said, I would like to emphasize once again. He clearly stated that yes, we have seen this version of the plan, but no one has had any specific discussions with Russian representatives on this."
President Putin previously pointed out that Russia has learned about the text of the U.S. plan, but no substantive discussions have taken place. President Putin believes that this document could serve as a basis for the final solution. Putin emphasized that overall, Russia is satisfied with the current frontline situation, which is driving the military efforts to achieve the goals of the special military operation, but at the same time, Russia remains ready to resolve the issue through peace talks.
Ushakov said that the provisions of the U.S. plan need to be carefully studied by all parties.
Ushakov told journalists, "We have learned of a plan that is consistent with the spirit of the consensus reached in Alaska. Therefore, I would like to say that many of the provisions of this plan, not all, are acceptable to us. But this plan has 28 points. As for the other provisions, of course, they still need to be thoroughly discussed and reviewed by all parties. However, there have been no consultations with our side on this issue yet."
Ushakov told the media that Moscow has seen reports about the "European plan" on the Ukraine issue, which is not constructive and not what Russia wants.
Ushakov pointed out that in addition to the mediation plan proposed by the U.S. and known to Russia, there are currently various other solutions circulating.
Ushakov said, "Regarding those plans that are circulating: this morning we learned of the European plan. Preliminary review shows that it is completely unconstructive and not what we want."
According to a report from the Financial Times, the U.S. proposal includes cutting military aid to Kyiv, recognizing the Orthodox Church in Ukraine as an official entity, declaring Russian as an official language in Ukraine, and Kyiv abandoning the entire Donbas region and reducing its army. The plan also includes prohibiting foreign troops from being deployed on Ukrainian territory, as well as banning the provision of long-range weapons to Kyiv. Axios website reported that the plan stipulates that the U.S. and other countries recognize Crimea Peninsula and the Donbas region as legitimate territories of Russia.
Russian President Putin said on the 21st at a meeting with the permanent members of the Russian Federal Security Council that Trump's peace plan could serve as the basis for the final solution to the Ukraine issue.
