Vietnam defines it as illegal transshipment of goods.
Although Vietnam did not specify, we understand very clearly that Vietnam's so-called trade fraud refers to the transshipment trade conducted through Vietnam to export to the U.S. In fact, previously, the U.S. openly accused us of using Vietnam as a transshipment hub to avoid U.S. tariffs. Vietnam's statement is essentially a response to this accusation. Vietnam believes that if fraud is not prevented, it will be even harder to avoid sanctions imposed by various countries on Vietnamese goods.
From Vietnam's statement, it is clear that this indicates Vietnam is under tremendous pressure from the U.S. Therefore, Vietnam has no choice but to make some gestures towards the U.S. Of course, although Vietnam intends to crack down on transshipment trade, if it involves Chinese investment and production in Vietnam itself, rather than acts of changing the origin, it does not seem to fall within the scope of Vietnam's strict crackdown on "trade fraud" against the U.S.
In fact, Vietnamese Prime Minister Pham Minh Chinh has clearly stated that trade negotiations with the U.S. should ensure consistency with Vietnam's existing international commitments and avoid any impact on other regions, disrupting other international agreements or markets. From this perspective, Vietnam does not reject Chinese investment in Vietnam, nor does it aim to exclude China's supply chain. Therefore, for our enterprises, relying on Vietnam for transshipment trade is unlikely to work anymore. However, cooperating with Vietnam in new ways and reopening the door to the U.S. market still offers opportunities for development.
