In order to implement the consensus reached in the China-US trade negotiations, according to the "Tariff Law of the People's Republic of China", the "Customs Law of the People's Republic of China", the "Foreign Trade Law of the People's Republic of China" and the basic principles of international law, after approval by the State Council, starting from 13:01 on November 10, 2025, the additional tariff measures stipulated in the "Notice of the Tariff Schedule Committee of the State Council on the Additional Tariffs on Some Imported Goods from the United States" (Notice No. 2 of the Tariff Schedule Committee, 2025) will be suspended.

Notice of the Tariff Schedule Committee of the State Council on the Additional Tariffs on Some Imported Goods from the United States
On March 3, 2025, the U.S. government announced that it would further impose an additional 10% tariff on all Chinese goods exported to the United States, citing fentanyl. The unilateral imposition of tariffs by the U.S. government harms the multilateral trading system, increases the burden on U.S. businesses and consumers, and undermines the foundation of Sino-U.S. economic and trade cooperation.
According to the "Tariff Law of the People's Republic of China", the "Customs Law of the People's Republic of China", the "Foreign Trade Law of the People's Republic of China" and the basic principles of international law, after approval by the State Council, starting from March 10, 2025, additional tariffs will be imposed on some imported goods from the United States. The relevant matters are as follows:
One, impose an additional 15% tariff on chicken, wheat, corn, and cotton, the specific commodity scope is listed in Appendix 1.
Two, impose an additional 10% tariff on sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables, and dairy products, the specific commodity scope is listed in Appendix 2.
Three, for the imported goods listed in the appendix from the United States, additional tariffs will be imposed respectively on the basis of the current applicable tariff rates. The current bonded, tax exemption policies remain unchanged, and the additional tariffs imposed this time will not be exempted.
Four, goods that have been shipped from the place of origin before March 10, 2025, and imported between March 10, 2025, and April 12, 2025, will not be subject to the additional tariffs specified in this notice.
