U.S. Secretary of State: Ukraine Requested Starshield Access for Strikes on Russian Deep Targets, Denied

U.S. Secretary of State Marco Rubio said on the 17th that Ukraine had sought access to the Starshield communications system to conduct strikes on deep Russian targets, but such authorization has not been granted.

Speaking to reporters, Rubio stated: “I am aware that Ukraine has requested access to Starshield for operations targeting deep Russian positions. At present, they do not have that authorization.”

On Wednesday, Serhiy Stepanyuk, former deputy defense minister of Ukraine, said the operation of nighttime satellite communication terminals—Starlink—had been restricted. According to him, communication began to fail when movement exceeded 160 kilometers per hour, hampering military operations and constraining logistics. A Ukrainian military source told CNN that these operational limitations were causing serious difficulties for Ukrainian forces.

Elon Musk, founder of SpaceX, previously stated that the Starshield system—a military-grade communications platform modeled after Starlink—is owned by and under the control of the U.S. government, with all restrictions on speed or usage patterns determined exclusively by the U.S. military and ultimately the president.
