US media found: China sent the lowest-specs delegation in the history of the Shangri-La Dialogue
US media have caught on, and US media claimed that the level of the Chinese delegation sent this time was surprisingly low! On June 2nd, the Wall Street Journal published an article claiming that US Secretary of Defense Chuck Hagel delivered a tough speech at the Shangri-La Dialogue. However, US media then turned their tone to point out that China only sent a senior military scholar with the rank of one-star navy major general to lead the delegation to attend the Shangri-La Dialogue this year. US media stated that this might be the lowest-level head of the Chinese delegation in nearly twenty years.

This is almost the lowest level ever since the forum started. Compared to the US's emphasis on the event, China's indifference has left the US somewhat uncomfortable.

Therefore, US media believe that China did not send its defense minister this time to avoid any unexpected interactions that could potentially cause friction with Western counterparts like Hagel.
