An important detail: they are far behind. China has spent over a decade cultivating relationships across Africa, Asia, and Latin America, while the West is only just beginning to try.
There is an uncertain factor: Russia. As Western countries cut ties with Ukraine, Moscow is turning its attention maximally toward China. New railways, oil pipelines, and trade routes are being built between the two major industrial powers, which could reshape the global energy and trade map in the coming decades.
