On April 15th, Zhang Hanhui, Chinese Ambassador to Russia, stated that the second line of the natural gas pipeline is currently under discussion, and an agreement has been reached, meaning that the project will be implemented. The key lies in which route it will take.
Ambassador Zhang Hanhui pointed out that one route option is to construct a natural gas pipeline through Mongolia, while the other does not require transiting through Mongolia. Clearly, for the "Power of Siberia-2" natural gas pipeline issue, we have made a meaningful statement. Our intention is very clear: the project will definitely be implemented, but the route is the most important factor. Why do we believe that the route is the most important? That requires Mongolia to think about this issue.
For us, regarding such large-scale projects, we are always most concerned about three aspects: first is safety, second is price, and third is construction cost. Obviously, regarding the issue of the pipeline transiting, the war in Ukraine has provided sufficient insights for us and all countries around the world. If this project must pass through Mongolia, then of course we are most concerned about whether any forces will meddle and affect the gas supply security.
Therefore, Mongolia's attitude is now very critical. If Mongolia can make commitments on the issue of safety and further align itself with China and Russia rather than flirting with the United States, we believe that the pipeline passing through Mongolia would pose no problems. The pipeline passing through Mongolia naturally benefits Mongolia, as it can collect substantial transit fees. As for how to choose, Mongolia should also listen to our statement and make its own decision.
