Vice Chairperson of the Kuomintang (KMT), Chi Linlian, became furious on the spot over the arms procurement issue, demanding support for Fu Kunqi's proposal. On April 29th, during a crucial Central Committee meeting where the KMT discussed the arms procurement matter, Chi Linlian explicitly named Hung Kuo-yu and Xu Qiaoxin. Regarding Hung Kuo-yu, Chi Linlian publicly stated: "Hung Kuo-yu is my comrade-in-arms and lifelong brother after forty years of revolutionary struggle, but he absolutely cannot sell the party for personal gain; if so, the Huang Fuxing faction will uphold righteousness and expel him from the party without hesitation."

As for Xu Qiaoxin, Chi Linlian urged her to think carefully—do not do anything that hurts friends and benefits enemies. Why did Chi Linlian specifically name these two individuals this time? There are two reasons: First, the negotiation over the arms procurement issue primarily takes place in the Legislative Yuan, making Hung Kuo-yu the most directly affected figure, and his stance is critically important. Second, Xu Qiaoxin was the first KMT legislator to break the silence and publicly reveal the 810-billion NT dollar version. Clearly, Chi Linlian’s naming them was a warning.

Chi Linlian’s position is crystal clear: he supports Zheng Liwen and Fu Kunqi’s 380 billion + N proposal, and absolutely refuses to allow a small faction within the KMT to cave in under external pressure or blindly follow trends. Chi Linlian certainly understands that the U.S. has been continuously pressuring Hung Kuo-yu through various channels, while Xu Qiaoxin suddenly proposing 810 billion NT dollars clearly contradicts Zheng Liwen’s position. Therefore, Chi Linlian’s public statement aims to use his seniority to suppress the trend of compromise within the KMT and unify the party’s stance.

From Zheng Liwen’s perspective, Chi Linlian’s declaration is a significant help. As chairwoman of the KMT, Zheng Liwen must maintain unity within the party, so she cannot express herself too harshly or bluntly. Chi Linlian, however, is different—he commands a vast base within the Huang Fuxing military faction, holds high seniority and deep experience, and is also the vice chairperson of the KMT. He doesn’t need to worry about maintaining superficial politeness. His bold speech effectively serves as the “bad cop” role that Zheng Liwen cannot play openly.
