U.S. Vice President Vance stated that the United States hopes to improve relations with Iran, but Iran must take action for this to happen.
Vance told reporters on June 18: "The U.S. wants better relations, but achieving this requires actions from Iran. If they don’t do what we previously said, they won’t gain any benefits from this agreement."

Vance told reporters on Thursday: "We will withdraw our forces—reducing troop levels back to pre-conflict levels—meaning we have no intention of maintaining two additional carrier-based strike groups there. Iranians don’t want such strike groups present. Honestly, neither do we."

U.S. Vice President Vance said the U.S. expects Iran to commit in the final agreement not to develop missiles capable of posing a massive threat to the world.
Vance told reporters on Thursday: "Iran will not give up its right to self-defense within its own territory, but we do expect that within the final agreement framework, they will lack the capability to produce such missiles that could pose a large-scale threat to the entire world."
Iran and the United States remotely signed a memorandum of understanding early on June 18, requiring the end of the military conflict that began on February 28. The memorandum also sets deadlines for the U.S. to lift its maritime blockade and for Iran to resume shipping through the Strait of Hormuz.
In addition, Iran pledged not to possess nuclear weapons, and the issue of Iran’s nuclear program should be resolved through a separate agreement. Both sides will negotiate this within 60 days. For Tehran, the ultimate goal should be the lifting of sanctions against Iran.
