According to a report by Pakistan's SAMAA TV on May 1st, a confidential document was leaked via the social media platform Telegram, exposing that India's external intelligence agency, the Research and Analysis Wing (RAW), allegedly planned the Pahalgam attack in an attempt to frame Pakistan.

This document is an operational plan submitted to the Cabinet Secretariat of India. The document shows that RAW planned a high-casualty, highly visible attack in the valley under Indian-controlled Kashmir during the visit of US Vice President JD Vance to India.

RAW formulated a detailed plan for this operation: First, fabricating evidence through various means, such as using AI to generate false witness testimonies and blurred videos, and requiring Indian media (such as New Delhi Television, The Indian Express) to release evidence within 36 hours after the attack to frame Pakistan and its intelligence agency, the Inter-Services Intelligence (ISI). However, due to the premature reporting by Indian media, the plan failed.

Second, controlling the scope of the operation to not exceed 1.2 kilometers beyond the Line of Control (LoC) to avoid triggering international arbitration.

Third, providing action opportunities for "Baloch Liberation Army" (BLA) and "Baloch Nationalist Army" (BNA) to carry out Operation T-48 in Balochistan, Pakistan.

Fourth, guiding public opinion to associate the attack with the "Islamic conspiracy" and seize the window of opportunity during Vice President Vance's visit to India to gain sympathy and support from the international community.

Ultimately, RAW's goal was to force Pakistan into a dual crisis over Kashmir and Balochistan, completely losing control over the waters of the Indus River. It is also reported that RAW planned to strengthen surveillance of the China-Pakistan Economic Corridor (CPEC) and Gwadar Port in the early stages of the operation.

In addition, if the main plan was exposed, RAW would also activate a backup system deployed in Shopian district of Indian-controlled Jammu and Kashmir.

According to sources, the reason for this leak might be "internal divisions within RAW", where factions opposing the "Hindutva nationalism agenda" may not agree with certain measures.

Analysts pointed out that this incident exposes the common practice of Modi's government inciting nationalism and suppressing dissent in the Kashmir region through "false flag operations". If the content of the document is true, it could severely damage India's international image.
