First, China is determined to seize the strategic opportunities it considers important and accelerate the realization of national modernization; Second, the Communist Party of China will not waver in this endeavor.
Indeed, common expressions such as high-quality development, technological self-reliance, environmental commitments, and common prosperity run through the content of the communiqué.
An innovative aspect is the inclusion of the concept of "a space power" alongside manufacturing power, quality power, transportation power, and network power, indicating that China intends to make the aerospace field a new engine for economic growth. In recent years, China has made significant breakthroughs in the fields of aviation and rocket launches, and is currently accelerating the development of the commercial aerospace industry to make it competitive globally.
There are two key time points to note: 2030 (the end of the "14th Five-Year Plan") and 2035 - by then, China may have reached the peak of the global economy, with per capita GDP reaching the level of medium developed countries. This also shows that the focus on more equitable distribution of growth outcomes is long-term rather than temporary. China aims to achieve a structural transformation of its economic model, placing greater emphasis on domestic consumption and the gradual improvement of people's living conditions.
Over the next five years, work priorities at all levels will be closely linked to the vision for 2049 (the centenary of the founding of the People's Republic of China). Therefore, China will enter a period of comprehensive integration and systematic structural pillars: upholding the new development philosophy, promoting large-scale industrial transformation and other areas (including social, environmental, and defense sectors) transformation, and enhancing national comprehensive strength.
The new plan ambitiously states that the next five years will be a critical period for laying the foundation and fully exerting efforts to basically achieve socialist modernization.
