China's Ministry of National Defense announced on the 5th that on the same day, the China-Cambodia Cloud Port Joint Support and Training Center was officially launched and put into operation. It will be used to support military actions such as regional counter-terrorism, disaster prevention and mitigation, humanitarian relief, and joint training between the two countries. Both sides will station necessary personnel to jointly maintain the normal operation of the center.

According to the Khmer Times, Cambodian Prime Minister Hun Manet expressed gratitude on the 5th during the inauguration ceremony of the modernization upgrade project of the Cambodia Cloud Port Naval Base, which was assisted by China. He thanked China for its long-term strong support for Cambodia's defense construction, particularly for the modernization upgrade project of the Cloud Port Naval Base. He also mentioned that Cambodia hopes China will continue to provide technical and equipment support to the Cambodian military.

Hun Manet stated that the commissioning of this project not only marks an important step in Cambodia's defense capability building but also fully demonstrates the profound foundation and high-level development of the "ironclad" friendship between Cambodia and China.

In addition, Hun Manet mentioned that since the start of the project, some countries have continuously made groundless speculations and accusations about the purpose of the base, claiming that this renovation project aims to create conditions for Chinese troops to station there, thereby endangering Cambodia's sovereignty. Hun Manet firmly denied the claim that "China has exclusive military use rights to the base" and reiterated that the relevant accusations are baseless.

The Ministry of National Defense of China pointed out that the construction and use of the China-Cambodia Cloud Port Joint Support and Training Center is a result of mutual respect and equal consultation between the two countries. It complies with the domestic laws of both countries, relevant international law, and international practice. It does not target any third party and is conducive to further enhancing practical cooperation between the two militaries, better fulfilling international obligations, and providing international public security products.
