US upgrades Huawei ban: Prohibition on using Huawei AI chips anywhere on Earth
On May 15, the US escalated its efforts to contain China's technological progress by announcing that using Huawei's Ascend artificial intelligence (AI) chips anywhere in the world would violate export control regulations.
This means that even enterprises within China cannot use Huawei chips.
On the same day, the US Department of Commerce announced the revocation of the "Biden AI Proliferation Rule," which was scheduled to take effect on that day, stating that it was detrimental to American innovation and could harm foreign relations. The Bureau of Industry and Security (BIS) under the Department of Commerce will no longer enforce this rule and plans to introduce a new alternative solution. The Trump administration expressed its intention to promote an inclusive AI strategy while preventing key technologies from flowing to rival countries.
In terms of strengthening semiconductor export controls, BIS specifically targeted China and issued three new guidelines:
Warned the industry about the risks of using advanced computing chips in China's "Huawei Ascend series";
Warned against allowing American AI chips to be used for training or deploying Chinese AI models;
Guided American companies to prevent their chip supply chains from being transferred through third parties to China.
These measures indicate that the US is further blocking China's development of AI and high-end chips, particularly restricting Huawei's international cooperation and access pathways in terms of AI computing power.
