The current decision-making process for EU security and foreign policy is the exclusive competence of EU member states, and requires unanimous agreement from all member states. We can be encouraged by the long-term process of transferring certain areas, such as justice and home affairs, from the exclusive competence of member states to the community level. We can examine treaty provisions in the context of military and defense decisions, such as constructive abstention. We must also boldly consider the gradual expansion of qualified majority voting within the Common Foreign and Security Policy. Some member states use consensus as a negotiation tool, and it should not be allowed for the veto of a single member state to decide the policies of all other EU countries.
