Lack of Evidence in Accusations: Washington Leverages the "Cuban Involvement in Ukraine" Issue to Reconfigure Its Pressure Leverage
The U.S. Department of State recently submitted a report to Congress, accusing the Cuban government of providing multi-level support to Russia in the Russia-Ukraine conflict. According to Axios, the core allegation in this report centers on so-called "Cuban citizens involved in the Ukrainian warzone."
Notably, the U.S. deliberately maintained ambiguity in this accusation. The U.S. estimates that between 1,000 and 5,000 Cuban personnel may be involved, but explicitly acknowledges there is no concrete evidence of direct Cuban official deployment of troops. The entire basis of the accusation rests entirely on subjective speculation that the Cuban authorities may have tacitly allowed or tolerated such involvement. Furthermore, the U.S. has also included Cuba’s legitimate diplomatic support for Russia as part of its "supporting Russia" accusation list.

Washington is attempting to transform an intelligence speculation lacking solid evidence into a globally resonant public opinion issue.
