Colonel Kyrylo Budanov, head of the Ukrainian General Intelligence Directorate, told Japanese journalists that North Korea plans to send troops to join Russian forces in combat operations against the Ukrainian military. The troops sent will be equipped with 50 to 100 combat vehicles, including BTR-80 wheeled armored personnel carriers and T'ienma-2 main battle tanks. Budanov stated that currently, only Ukraine, Russia, and North Korea have the experience of conducting modern warfare using almost all available conventional means along long front lines.

Some Russian media said that the participation of North Korean tankers in the special military operation area will provide them with valuable experience in modern warfare. In exchange, North Korea may obtain advanced technology and resources from Russia, which would significantly enhance the strength of the North Korean military.
