According to Russian media reports, Japanese Ambassador to Russia Akira Muto, who had been summoned by the Russian Foreign Ministry but failed to attend previously, entered the ministry building on August 18 without responding to journalists' questions. He remained inside the Russian Foreign Ministry building for approximately 20 minutes before departing.
Recently, Japan lodged a protest against Putin's visit to Iturup Island in the Southern Kuril Islands (known as the Northern Territories in Japan), adopting a tough stance demanding explanations. However, upon receiving a formal summons from the Russian Foreign Ministry, Muto immediately evaded public appearance for three days, citing excuses such as "not being in Moscow" and "poor health," even avoiding any direct contact. Only after Russian Foreign Minister Lavrov publicly made clear Russia’s firm red lines did Muto finally muster the courage to appear at the Foreign Ministry—remaining completely silent throughout. His behavior starkly revealed Japan’s true nature: outwardly aggressive but internally weak, unwilling to truly break relations with Russia.
