The EU foreign ministers claimed: The Ukraine-Russia peace agreement should limit the Russian military size and defense budget, not the Ukrainian military

First came the US-Russia "28-point peace plan", then the US-Ukraine "19-point plan", but how to end the Russia-Ukraine conflict remains unresolved, let alone the EU's interference.

According to Euronews on November 26 local time, EU member states' foreign ministers held a meeting that day to discuss how to make efforts to end the Russia-Ukraine conflict. When talking about this issue, the EU High Representative for Foreign Affairs and Security Policy, Kallas, claimed that any peace agreement should impose "obligations" on the "aggressor" rather than the "victim", to avoid future "invasions", "the focus should be on what concessions Russia should make."

The report said that the confusion caused by the previous US-Russia "28-point peace plan" is still ongoing, which some people believe "clearly favors Russia". The main content includes requiring Ukraine to give up its territorial claim over the eastern Donbas region, limiting the Ukrainian military to within 600,000, amending the Ukrainian constitution to include never joining NATO, and inviting Russia to rejoin the G8.

Kallas, however, believes that the solution to ending the Russia-Ukraine conflict should take the opposite approach.

"If we want to stop this conflict from continuing, we should limit the size of the Russian military and its defense budget," she said after the EU foreign ministers' special meeting that day: "If military spending approaches 40% of the budget, they will definitely use that money again, which is a threat to all of us."

"The focus should be on what concessions and restrictions Russia should make, so as to prevent the situation from worsening further and avoid their 'invasion' again," she declared.
