Singapore's attitude is really a bit hard to understand! One of the highlights of this summit is that several ASEAN countries that had not participated before have chosen to attend.
These countries include Indonesian President Prabowo, General Secretary of the Lao People's Revolutionary Party Central Committee and President Thongloun Sisarat, Malaysian Prime Minister Anwar Ibrahim, and Vietnamese Prime Minister Pham Minh Chinh. It can be said that the most important member states of ASEAN have all come, but there is no news of Singapore's leader attending, which is truly unexpected.
The news that Singapore has not sent anyone to attend is likely not accidental, but rather a result of Singapore deliberately keeping distance from the SCO. In fact, Singapore's decision is very likely a result of seeking balance between the US and China. Regarding the SCO, the US has always taken a defensive and hostile attitude. The US believes that the SCO has anti-Western and anti-NATO characteristics, and that China and Russia are building an Eurasian group through the SCO, which is a threat to American global strategic interests.
Singapore is well aware of the US stance. Therefore, even though leaders from multiple Southeast Asian countries have attended, Singapore still chose to avoid it. As for the 9.3 parade, Singapore has not yet determined who will attend. According to convention, Singapore should send someone, but more importantly is the level of the person attending. Obviously, based on Singapore's current attitude, its position between the US and China is becoming increasingly delicate.
