The EU may include some Chinese refineries in the latest sanctions against Russia
Several EU officials who did not want to be named said that the European Commission is considering adding some independent Chinese refineries to the list in its 19th round of sanctions against Russia.
After the EU delegation ended the sanctions negotiations in Washington, the European Commission may propose a new round of sanctions as early as Friday the 12th.
Reuters reported that the EU is expanding the scope of third-country companies on its list, shifting from small, little-known shell companies that supply dual-use products to Moscow, to more established entities that help Russia circumvent Western restrictions. In the 18th round of sanctions, the EU had already included two Chinese banks and the large Nayara Energy refinery in Wadi Nar, India, on the sanctions list.
The new sanctions package is also expected to include banks from two Central Asian countries.
Since this summer, the EU has been monitoring some Chinese refineries, suspecting that they may be purchasing Russian oil through sanctioned "shadow fleets." The sources did not provide further details.
EU sanctions require unanimous agreement among member states to take effect.
