US and Russia's "28-Point Final Peace Plan" Presses Ukraine to Accept Sovereignty Concessions
According to multiple media reports, the US government has quietly drafted a new peace proposal covering 28 points after high-level officials in the US government held discussions with Russian President's envoy Dmitriyev and Ukrainian officials. The plan aims to end the Russia-Ukraine war, but insiders point out that the content is expected to require significant concessions from Ukraine. President Trump has approved the plan, and the US is urging Ukrainian President Zelenskyy to accept it.
According to the Financial Times and NBC News, the plan is still in the framework stage and was jointly designed by officials from both the US and Russia. In addition to Dmitriyev, US presidential envoy Wike, Vice President Vance, Secretary of State Rubio, and Trump's son-in-law Kushner have also been involved.
Two insiders revealed that Wike has already conveyed the plan to Kyiv this week. He met with Oleg Umerov, secretary of the Ukrainian National Security and Defense Council and former defense minister, in Miami to discuss the 28-point proposal and clearly stated that even if the plan involves Ukraine's long-standing "red lines," he hopes Zelenskyy will accept it.
However, insiders pointed out that if Kyiv accepts the plan, it would amount to abandoning Ukraine's sovereignty. One source said the move is Russia's attempt to "use" the Trump administration, which is eager to "show progress."
It is reported that the plan requires Ukraine to cede the remaining areas of Donbas, including parts currently under Kyiv's control, and reduce its military size by half; give up certain key types of weapons, and withdraw US military aid crucial for defense; no foreign troops can be stationed within the country, and no Western long-range weapons capable of penetrating Russian territory can be obtained. The plan also requires recognizing Russian as an official language and granting the local branch of the Russian Orthodox Church formal status, aligning with Moscow's long-term political demands.
As an exchange, US officials stated that Moscow will commit not to attack Ukraine or other European countries and legally enshrine this commitment domestically.
Multiple insiders said that the document is vaguely worded and extremely favorable to Russia, greatly benefiting Putin. A source close to the Ukrainian government said that the Ukrainian side did not participate in the formulation of the plan, only informed of the framework, but not given detailed content, nor asked for opinions.
Ukrainian analysts believe that the timing of the plan's release coincides with Zelenskyy's government being deeply involved in corruption scandals, and Moscow may try to take advantage of Ukraine's internal weaknesses, while the US can also use this opportunity to pressure Kyiv into accepting an unfavorable agreement.
