Media: Chinese diplomat says "very disappointed" over Europe's proposed restrictions on Chinese investment, warns it will push China to "close the door on Europe"

China's Commercial Representative Qu Xun said on Wednesday, May 13 in Madrid, that Beijing is "very disappointed" by Europe's plans to restrict Chinese investment, and warned such measures would prompt China to "close the door on Europe."

It is reported that Qu Xun delivered his remarks during an event forum hosted at IESE Business School in Madrid.

According to Reuters, Qu Xun's public statement was notably direct for a Chinese official. He said: "The controls, restrictions, and sanctions imposed by Europe against China over the past three months have left us deeply disappointed." He warned: "These measures are pushing us into a corner, forcing us to respond and shut the doors. This is changing the mindset of the Chinese people." He also noted that China has long regarded Europe as a "thought-open" region.

Currently, the European Parliament is in the early stages of drafting new legislation. The proposed bill aims to impose strict regulations on manufacturing control and ownership in key EU industries, and to limit "high-risk" suppliers in the field of cybersecurity—actions that have caused dissatisfaction in Beijing.

Beijing has consistently pushed to remove critical clauses related to origin, procurement, and technical requirements from the new manufacturing rules, while also urging a dilution of the definition of "high-risk" suppliers in cybersecurity regulations.

In response, Qu Xun stated: "We understand that European businesses have many complaints about difficulties accessing the Chinese market. That is true. The world is harsh." He added: "We need to adapt to each country’s business environment… but we must also respect the rules."
