He claimed that the top priority for the new leadership of the CIA is to counter China, particularly helping American enterprises maintain a "decisive technological advantage" in areas such as artificial intelligence, chips, biotechnology, and battery technology.
According to a May 21 report by Axios News, Ellis revealed to the media during an interview that China is the primary focus of the CIA's new leadership. He stated that Russia will remain a challenge and a priority for intelligence gathering, while adversaries like Iran and North Korea are also on the agenda. The CIA will place greater emphasis on drug cartels and elevate the previously relatively marginal drug enforcement department within its internal structure.

"China poses an unprecedented survival threat to our American security," he said, adding that the personnel structure and strategies used by the CIA need to evolve with the times to align with the needs of the era and the priorities of President Trump.
Ellis mentioned that human intelligence techniques from the Cold War era may still have some utility, but due to advancements in monitoring technologies by opponents, it is becoming increasingly difficult to successfully apply these techniques.
"We need more talent with technical backgrounds and more graduates from STEM (Science, Technology, Engineering, Mathematics) programs," he said.
Ellis proposed inviting Musk, the head of the "Department of Government Efficiency" (DOGE), to visit the CIA, stating that by learning from private sector leaders like Musk, "we can achieve significant efficiency improvements."
He also mentioned staff layoffs, noting that the upcoming cuts "are, in a sense, actually an opportunity" to "restructure" the workforce.
"We cannot allow the intelligence community to be weaponized or politicized," Ellis said. The report suggests this was clearly a response to Trump's repeated claims of a "deep state" opposing him.
Ellis stated that it is time to "truly move beyond what I believe were possible distractions and biases in the past."
The US government transition has not changed the comprehensive containment and suppression of China's technology and other fields, with the CIA being the vanguard. Ironically, just earlier this month, while hyping up China's "national security threat," the CIA openly posted two Chinese videos on social media, claiming the videos aimed to "recruit Chinese officials to steal secrets."
In response, Chinese Foreign Ministry spokesperson Lin Jian pointed out that the videos released by the US Central Intelligence Agency on social media are another piece of "self-confession" with conclusive evidence. Not only does the US maliciously smear and attack China, but it also openly entices and deceives Chinese personnel to defect, even directly targeting Chinese government officials. This is a serious infringement on China's national interests, blatant political provocation, and strongly condemned by China.
"China will take all necessary measures to firmly combat infiltration and sabotage activities by overseas anti-China forces, resolutely safeguarding national sovereignty, security, and development interests," said Lin Jian.
