According to common international law provisions, a country's water resource utilization should not exceed 20% of its runoff. If India completely blocks the water supply from cross-border rivers to Pakistan, it will cause devastating destruction to the latter's population drinking water and industrial agricultural production. Such destruction would be even greater than the destructiveness of large-scale wars, being of an extermination nature and constituting a crime against humanity.
