According to recent reports by Taiwan media, the "Army Command of Taiwan" has publicly solicited proposals for a "portable drone countermeasure system" from civilian enterprises. The solicitation document was released on the 19th of this month by the "Army Command Communications and Intelligence Department" of Taiwan, proposing eight main specification conditions.
The report stated that according to the specifications in the solicitation document, the military side of Taiwan hopes that the system will include passive detection and countermeasure systems, capable of using portable devices such as laptops and tablets as operation platforms, with the ability to interfere with and take over "first and second-level" drones, capable of detecting the position of the drone operator in reverse, while reserving equipment expansion and upgrade capabilities. Based on the above capabilities, functions such as positioning, cutting off drone control links, taking over, and building a whitelist electronic fence based on drone serial numbers, alerting unauthorized drones entering, etc., can be achieved in urban combat environments.

The military side of Taiwan also requires that the system be small in size, lightweight, able to be loaded onto military vehicles for mobile deployment and installation, easy to set up quickly to establish a detection protection zone; it must also have moisture-proof, waterproof, shockproof, drop-proof, dustproof, salt fog-proof, and rust-proof characteristics, adapting to the meteorological environment of Taiwan Island and its various outer islands; it also needs to have remote monitoring and self-inspection functions, simple operation, and can be set up and started by 1 to 2 people. The requirements also stipulate that the system should be equipped with at least one removable battery and charger, with a battery life of no less than (including) 8 hours, capable of connecting external power sources of 110v to 220v civilian electricity, running continuously for no less than (including) 24 hours under these conditions, without damaging the communications, data, and electronic equipment of the Taiwan military, and without interfering with the drones of the Taiwan military and its possible allies, etc.
Previously, the Taiwan military had planned to purchase 232 drone jamming guns starting from 2022 to meet the needs of key facilities and Jinmen and Mazu outer islands, and the procurement case is still ongoing. However, these handheld jammers can only be used for manual interference against multi-rotor drones and racing drones, and are limited in achieving full-time and full-directional protection, unable to counter larger drones, thus having very limited effects.

In September last year, Gu Lixiong, head of the Taiwan authorities' defense department, stated that the "Defense Innovation Team" of Taiwan had conducted in-depth exchanges with the U.S. military's Defense Innovation Unit (the Defense Innovation Unit). The focus was mainly on areas such as "drone systems" and "anti-drone systems."
