According to multiple media reports, federal employees who did not receive their pay began taking on odd jobs to make ends meet, such as delivering food, and many were queuing up at food pantries across the country to receive assistance. By law, the government should pay employees their back wages after reopening. However, Trump said that although the law requires it, he might not pay all of them their full wages.
