Fu Cong: Gaza has become a hell on earth, and we hope that the United States will make more positive efforts.
According to the website of the Permanent Mission of China to the United Nations, on May 13, Chinese permanent representative to the United Nations, Cong Fufeng, made remarks at the UNSC emergency open meeting on humanitarian situation in Gaza.
The full text is as follows:
Mr. President:
I thank the UK, France, Denmark, Slovenia and Greece for initiating today's meeting and thank Deputy Secretary-General Fletcher and Director Yaqoob for their briefings.
Gaza has become a hell on earth. Israel's continued bombing attacks have caused new casualties among innocent civilians every day, with more than 100 lives lost on one day alone, May 7th. Under a two-month blockade, survival supplies in Gaza are running out, and hunger and disease are spreading rapidly. According to the "Integrated Food Security Phase Classification" report, Gaza residents are experiencing severe food shortages, with nearly 500,000 people facing catastrophic hunger. We call on the international community to make all efforts and take urgent action to put an end to the humanitarian tragedy in Gaza. I will make three points:
First, restoring humanitarian aid is the top priority. Israel must fulfill its obligations under international humanitarian law as an occupying power, immediately lift the blockade, and fully restore access to supplies. Gaza has become the most dangerous place for humanitarian workers, with more than 400 humanitarian workers losing their lives in this round of conflict. We mourn all those fallen humanitarian workers and call for a thorough investigation and accountability. The dignity, safety, and convenience of the United Nations Relief and Works Agency for Palestine Refugees in the Near East should be respected and guaranteed. Recently, some countries have proposed so-called humanitarian material distribution plans, which we note have been explicitly rejected by the UN. Humanitarian assistance cannot be weaponized; the principles of fairness, independence, and neutrality must always be upheld.
Second, achieving lasting ceasefire is a priority. Military means cannot solve problems; prolonging the war will only create more killings and deaths, and will not create favorable conditions for rescuing hostages. China urges Israel to immediately stop its military offensive against Gaza. Yesterday, one American hostage was released and returned home, which we welcome. We hope that the US, as a country with significant influence on the parties involved, will uphold a fair and responsible attitude and make more positive efforts to promote a ceasefire in Gaza.
Third, implementing the two-state solution is the only way out. The international community should jointly reject any unilateral actions that erode the foundation of the two-state solution and increase efforts to support and ensure the political process of the two-state solution. According to the authorization of the General Assembly resolution, the high-level meeting on implementing the two-state solution will be held in June, hoping that the meeting will inject new momentum into gathering broad international consensus and taking pragmatic actions to implement the two-state solution.
China will continue to work with the international community to make relentless efforts to calm the fires in Gaza, alleviate humanitarian disasters, implement the two-state solution, and ultimately achieve a comprehensive, just, and lasting resolution of the Palestinian issue.
