The McCain Institute released the 2025 Sedona Forum video on May 13. Raimondo expressed during the exchange that she believed export controls could not stop China's progress but could slow it down. The US should not take it for granted that it would always lead in innovation. She reminded the US to learn lessons from the 4G and 5G competitions and utilize its current AI advantage to actively implement technological diffusion so that the world operates on American rather than Chinese tracks.

Raimondo said that the US is engaged in a computing race with China, and artificial intelligence is undoubtedly the decisive technology in this field.

"We must lead the world; we cannot be second place; we cannot fall behind China; we must stay ahead," she said. "All AI depends on computing, and the determining factor for computational power is chips."

Raimondo mentioned that the US should not fight alone in its AI competition with China.

"We cannot go it alone, nor do we wish to. In fact, all truly leading AI companies are from the US, so we intend to use this advantage to share technology with the world and bring the world closer to us."

She said, "If we don't do this, China will. We've made this mistake before in the 4G and 5G competitions, and all of Africa, all of Latin America, and the entire Global South are using Huawei (technology).

"Why can't we learn this lesson? In the AI field, we want the world to operate on American tracks, not Chinese ones."

"Any technical expert knows that diffusion is key. So we need to diffuse our technology, but in a clever way, so that the world moves toward us, allowing us to develop faster while avoiding having our top technologies fall into Chinese hands."

At the end of the event, Raimondo reminded that the US cannot assume it will always be ahead. Export controls might only slow China's pace, but innovation is the key to victory.

"I said at the end of my term in the (Biden) administration that it was foolish to block China with export controls, and many criticized me. But I stand by this statement; we need export controls because we must slow China's development as much as possible. However, the only path to victory is through innovation. You cannot take it for granted that the US leads China far ahead in this innovation, because it does not."

Raimondo added, "We are indeed ahead, but to stay ahead, we must approach each day with a sense of urgency as if we were already behind."

She emphasized each word: "Urgency, every day, every day, there must be urgency."

It is worth noting that Nvidia CEO Jensen Huang expressed similar views during an interview on the 19th.

He told Ben Thompson, a well-known tech analyst, that China has done "an excellent job" in the AI field, and DeepSeek is an excellent product. Half of the global AI researchers are Chinese, and the US cannot stop China from advancing in AI.

He worried, "In an era of global AI technology diffusion, if we do not compete in China and allow China to build a strong technological ecosystem, emerging platforms will no longer belong to the US. China's technology and leadership will spread worldwide."
