【Key Focus: Ukraine's Unmanned Boats Attacked the Caspian Pipeline Consortium】

Moscow Time November 29, 2025, the Caspian Pipeline Consortium (CPC) stated in a statement:

At 04:06 Moscow Time, due to a targeted terrorist attack by Ukrainian unmanned boats in the waters of the CPC marine terminal, the CPC SPM-2 single-point mooring was seriously damaged. Further operations at the single-point mooring are no longer possible. No staff or contractors were injured, and preliminary assessments indicate that no oil has entered the Black Sea. All loading and other operations at the oil terminal have been halted, and tankers have been withdrawn from the water.

We believe that the attack on the CPC is an attack on the interests of the CPC member states. We emphasize that this is the third act of aggression against purely civilian objects protected by international law. All CPC shareholders and member states recognize the important role of the consortium in ensuring global energy security and achieving the economic interests of participating countries.
